NATIONAL ASSESSMENT AND ACCREDITATION COUNCIL ONE DAY NATIONAL SEMINAR

The IQAC of Vaikunta Baliga College of Law, Udupi has organized NAAC sponsored one day National Seminar on the topic ‘The Future Prospects of Higher Education Institutions and the Revised Accreditation and Assessment Parameters’ on 30th July 2021 on online mode by using Microsoft Teams platform.

The National Seminar commenced at 9.00 AM by invocation. The Principal of Vaikunta Baliga College of Law, Udupi welcomed the guests, resource persons and participants to the programme.

The PrincipalProf.(Dr) Nirmala Kumari of Vaikunta Baliga College of Law, Udupi. Welcomed the Guests. The Inaugurator was introduced by Smt.Preethi Harrish Raj, Asst.Professor of Vaikunta Baliga College of Law. The inauguration was thenglorified by the words of Prof, (Dr.) Ishwara Bhat, Hon’ble Vice Chancellor of KarnatakaState Law University, Hubballi..In his inaugural speech he acknowledged the importance of attaining accreditation and assessment from NAAC since it is an important part of UGC and it has immensely contributed for the better positions of higher educational institutions of India over 35 years. He said, continuous evaluation system is necessary to maintain high academic standards in Institutions. He briefly explained the objectives of assessment and accreditation of higher education institutions to bring more intellectuals and researchers to the main stream. The New Education Policy has set up a new standard to achieve global excellence. He acknowledged and appreciated the college, for organizing various programs pertaining to the recent issues.

Inaugural Speech by Prof, (Dr.) Ishwara Bhat, Hon’ble Vice Chancellor of Karnataka State Law University, Hubballi.

Second part of the inaugural session was graced by the presence of Chief Guest Sri. Venkatesh Naik,Law Secretary to the Government of Karnataka. The chief guest while addressing the participants analyzed the present scenario of education in India with special reference to State of Karnataka. He stressed the importance of education in order to achieve full human potential andto develop equitable society. The importance of legal education and it’sgrowth in various field was meticulously dealt by the Chief Guest. The inaugural session concluded by the vote of thanks rendered by Smt. Surekha. The first technical session started at 10 AM by the introduction of the resource person by Dr. Shrinivas Prasad R., Faculty of the institution. The resource person for the first technical session was Dr. G.N. Mallikarjunappa,Principal (Retd.), Dept. of Collegiate Education and Educational Consultant on the topic National Education Policy and the Future of Higher Education in India. He began the session by highlighting the aspects of higher education policy. Further, he opined that instilling confidence in the younger generation,India would be a super power and also the new generation shall get the confidence of becoming new part of the global society. By making reference to the New Education Policyhe said that it intends to create a quality environment for the institutions. Quality here refers to embodiment of the knowledge, skill and the constitutional values which means giving jobs to the deserving hands. The highlighted of new education policy i.e., the single stream universities will be transformed into multidisciplinary institutions. He also said that every institution has to professionalize their activity and they will have to prepare Annual Institutional Development Plan and that plan will show a path to success. The resource person highlighted the point that legal education has to be taught in bilingual way.Sir concluded by saying that, National Accreditation Council will help to assess the quality and grade of the institution and will definitely serve the purpose.

The Second Session was taken by Dr. Sujatha P. Shanbhog, advisor, NAAC, Banglore. Madam has been introduced to the audience by Dr.Naveenchandra C.B, Asst.Professor, Vaikunta Baliga College of Law, Udupi. She dealt with the topic on“The Revised Guidelines for the Preparations and Online Submission of IQAR and SSR". Madam started the session by saying that the institutions in India have begun with self-external valuation and quality assessment so that the Institution can get to know where they stand and they can identify the internal resources and plan their strategies so that they can improve themselves.It helps to know the strength, weakness, opportunities and challenges.The Institutions can build their own ways to create a benchmark and improve their status. The Institutions can have long term or short-term plans to build the collegiality of the Institutions. The advantage of NAAC grading will help the intra or inter college collaborations, assessment and accreditation status will help the stakeholders or students to select the best institution with the help of grading methods. She stated that NAAC has 5 core values such as

  • Contribute to National development
  • Global competency among students.
  • Inculcating value system.
  • Promoting the use of technology
  • All these 4 will lead to excellence
  • Madam also referred about the 7 criteria of NAAC, which are dimensions encompassing academic, administrative and management activities of HEIs. These are dealt with key indicators having specific functional aspects with each key area. She also said that these are again divided into 2 they are. Qualitative metric- by the Assessor Quantitative matrices- these are DVV partners that are the third party, they are appointed for verification, validation for the data of each institution- composed of 70%. She also highlighted that NAAC gives Institutional Accreditation and not programmed Accreditation. So the Institution must include all the programmes and the required documents should be submitted. She dealt with the data which is required for IIQA. After the IIQA accepted- SSR can be submitted within 45 days. She also summarized about Self Study report and SSR Submission readiness and their formalities. She further explained that the finalization of value comes when certain points are fulfilled. There are some important points to be kept in mind by the institution they are. File size must be 5MB. Provide particular URL Password protection must be avoided Google drive links must be avoided All communication can be done through the portal only.

    The Third Session was taken by Prof. Indrajeet Dube, Rajiv Gandhi School of intellectual property rights, IIT Kharagpur - WB. He dealt with the topic “Research and Innovation for Quality Assurance in Higher Education ’’ The Session began with by explaining the Shortcoming in existing System which is still highly regulated bureau tic.Few education establishments focuses on research as their prime educational product, The biggest challenge is to have more orientation of the teaching community towards research commitment. The resource person continued the session with “what should we achieve” the first target was that is research collaboration with Developing eco-system and orientationof Academic, Industry to Academic research and change in academic service rules towards research orientation, result assessment and future investment. Then he elaborated the second target to achieve that is Institutional ccollaboration by less credit, micro specialization, Research Led Courses. He alsoelaborated the domain of entire idea of teaching and research. He advised to engage more academic project or mission project and Disruption in Teaching and Research by reimaging teaching and research. Later he summarizedby adding the Thumb Rule of International Collaboration by explaining factors encouraging the formal research collaboration and the sources of collaboration , impact of collaborationetc.,

    The third session concluded by about1 PM. The Fourth session for the paper presentation started at 2 PM. The authors of the selected research papers presented their papers in the seminar. It was chaired by Mr.Shankaramurthy B. G and Mr.Rohit S Amin. The One Day National Seminar comes to an end by the Evaluation and Vote of Thanks rendered by Mr.Raghunath K.S, IQAC Coordinator. About 150 students as well as registered participants from different parts of the country attended the National Seminar virtually.

    Take away from the Seminar:

    The participants were given awareness with regard to the assessment and accreditation methods adopted by the NAAC. The overall assessment of the Higher Education System prevailing in the country has been a matter came up for discussion during the sessions. The resource persons enriched the knowledge of the participants about the pros and cons of NEP 2020.The outcome of the seminar were fruitful in its object wise.

    Since the Vaikunta Baliga College of Law, is going for its second cycle of NAAC Accreditation process, the seminar was indeed beneficial to the faculties and other stake holders. The institution is ready to implement the parameters set out by the NAAC in its all activities.
